Why is liquid oxygen faint blue colour?
Is it something to do with paramagnetism?, or electron arrangments?

yes...
the oxygen molecule is paramagnetic with unpaired electrons in molecular antibonding orbitals according to molecular orbital theory. Transitions of electrons between molecular orbitals are responsible for the colour
