EMF of Lead Acid Battery

I'm an EE.

The half cell reactions of a lead acid battery develop an EMF equal to 2.041VDC.  Assuming open circuit conditions, why is the terminal voltage greater than 12.246 VDC in the no load state?

OEMs usually specify 12.6 VDC

What role does the Nernst Eq play, if any, under open circuit?
