Based on the structure of HNO3,it has one dative bond.But i don't quite understand why oxgyen consist a empty orbital to accept the lone pair of electrons.

I think its because it has 4 electrons in its outer shell, which give it 2 bonding pair and 2 lone pairs. I think its to do with its electronic configuration
