Fischer Projections

"Convert the following to Fischer projections. Assign the configuration at each stereogenic centre. c)

Cl   -   OH          (- indicates Cl going away)
     Cl


so I have
                CH2OH (3)          R
                    |
ClCH2(2)  ----- ----- H (4)
                    |
                   Cl (1)

But the answer gives Cl and H as going away. Shouldn't Cl be going away and H coming out and CH2OH and ClCH2 be arbitrary?
