Some new notes upon further research:
NaCl is used as a salting out technique to increase the dielectric constant of the water. This helps 1-propanol keep form being miscible in water. Water is then less polar to Caffeine, and Caffeine then shifts it attraction towards 1-propanol and is separated out with it.
Calcium hydroxide is used to precipitate out the tannis (unneeded crap) from the water.
