Mutation effect on Michaelis Menten parameters

So if a mutation caused the kcat to increase, does that mean the product is released faster?
Also if a mutation caused the kcat to decrease what does it mean?
Also if a mutation caused Km to increase, does it mean that the binding affinity of the substrate decreases?
