Ammonia vs. Water in Sn1

Nitrogen is more basic than oxygen and therefore would act as a stronger base... so an Sn1 rxn would occur faster?? confused!

What's the rate-determining step in an Sn1 reaction?

What role does the nucleophile/Lewis base play in that step?
