Hydrophobic ITO

I'm trying to coat ITO slides with PEDOT:PSS (Baytron P) that is a conductive polymer in a water dispersion. The ITO will not wet appropriately. I've tried several cleaning methods. Plasma cleaned and UV-Ozone cleaned for up to 30 mins with the ITO remaining hydrophobic (even to DI water). I need a uniform thin film and I'm getting thick streaky films. Has anyone had this experience with ITO before and know how to fix it?
