Help understanding solution preparation

Hi everyone.  I am trying to prepare the following recipe:

"Nafion was obtained from Aldrich as a 5% w/v mixture in water and lower aliphatic alcohols (1100
equivalent weight; i.e., 1100 g of polymer per mole of -SO3H groups) A 1 mg/mL (0.9 mM, based on the repeat unit molecular weight) Nafion solution was prepared by diluting the as received solution in a (9:1) methanol/water mixture and used for all experiments."

I can prepare a .9mM solution no problem, but the fact that it is in a solution is throwing me off.  Thanks!!
