I will admit straight out that my chemistry knowledge is pretty bad so you will have to excuse me if I am asking a stupid question.

What I'm looking to find out is if there are any gasses which when an electrical current is passed through them they emit heat. Ideally it needs to be a safe and stable gas and give off as much heat as possible

If there is perhaps not one gas that will do this on its own are there any combinations that might do so?

No way. Gases are pretty good insulators. You will need some unusual combination of temperature/pressure/voltage to force gas to behave like a conductor.

In the situation I am looking at the gas would be under pressure at about 30 psi.

Halogens are most definitely not safe. Besides which, Borek is right.  The only thing that will do what you want is a hot plasma, say Argon, and that's not exactly safe either if you don't know what you're doing.
