Can a substance be sold to the public containing either Ammonium Dichromate or Potassium Dichromate? Is there any way?

There are packaging regulations in place that limit chrome (usually as hexavalent chrome).  There are only a few heavy metals (lead and hexavalent chrome are two of them) and there is a limit.  The last time I checked, the total level of all four of the listed heavy metals could not exceed 100 ppm.  While the rule only applies to packaging materials, packaging materials tends to be rather broadly interpreted.  Most items are interpreted as being packaging materials.

If you were to market these chemicals with levels that were beneath this level, you might be able to legally market these.  These two chemicals are rather reactive.  Why would you want to market them?
