Question regarding Phase Rule and ionization

Hi,  I'm having a little difficulty figuring what to do with this problem and was hoping someone could guide me in the right direction.  I'd really appreciate it, thanks!   :)

Question:  State the number of components in the following systems.  (a) NaH2PO4 in water at equilibrium w/ water vapor but disregarding the fact that the salt is ionized.  (b) The same, but taking into account the ionization of the salt.

So I know that the Phase Rule is F= C - P + 2 and the steps given in the text to carrying out problems similar to this:  (1) write down constituents, (2) decide whether any of those constituents could be prepared from any of the other, and (3) identify the mininum number of constituents.

I got Constituents:
NaH2PO4, Na+, H2PO4, H20, -OH, H+

and the reactions:
NaH2PO3 <-> Na+ + H2PO4-
H20 <-> H+ + -OH


But I don't know what to do with these info and what role the ionization plays in all of this.  Could someone help please?

I believe that in part a, they are asking you to assume that
NaH2PO3 <-> Na+ + H2PO4-
does not occur.
