Vanadium Pentoxide electrolytic reduction to Vanadium 2+

Hi guys,

I'm trying to make an experiment to turn V2O5 in the V+5 state reducing to the +2 state.

Currently I'm using an electrolytic cell using a nafion membrane, platinum anode and 316 stainless cathode, and 3-4M formic acid  in both the catholyte and anolyte, passing 25V through the cell. I'm having problems getting the Vanadium past the +3 state to the +2 state. Any help would be great.
