If the blue goo is something between copper oxide and copper hydroxide, it should be copper hydroxide since its color is blue. Copper oxide(I) is the reddish rust on copper and Copper oxide(II) has a black color.

I think it's possible because copper oxide(ii) (the one which has the black color) is formed if you heat copper hydroxide. Also, the heat and oxygen from the electrode gives a fine condition for the copper to oxidize.
