conceptual chemistry design

In order to comply with my state's new core curriculum, we're making some level of chemistry required next year.  We're offering two levels, and what I'm looking for are good ideas for curriculum or format for a "conceptual" chemistry course.
It will consist mostly of students who are lower level in math and science...it must be very hands-on (as all chemistry classes should be, no doubt).
I've never taught or been a part of this kind of level of a chemistry course, so I'm having difficulty figuring out how to design the course.

Anyone have some great insight on this?  Or recommendations for good materials to look at?
