Qualitative IR is certainly possible, consider the differences between the enol and keto forms

Determining the ratio would be quantitative though wouldn't it? I know what peaks to look for to identify both of these tautomers but I have no idea how an IR (or even NMR) could be used for quantitative analysis. The IR I have right now shows no -OH or C=C peaks so I suppose I can assume the majority of the compound is in its keto form.
