how to prepare medium with pH 4,5,6,7,8 with HCl and NaOH

guys i need some help here. can some one explain to me  how to prepare medium with pH 4,5,6,7,8 with HCl and NaOH. let say both of the solution have 11M concentration without given pH.  :'(

still dont have an answer??uhhh.maybe the concentration is too high.let say   both solution have concentration of 5M. any idea? help me guys!~

Dilute these solution.
For example -  from 11 M to 10-4  M for the first solution
