Granted, ethanol from corn is produced in the US as a gasoline additive, and fuel ethanol has been produced in Brazil from sugarcane waste. These processes have pros and cons economically and environmentally, and politically, and ... oh, sort it out on your own. Point is, the agave is a slow growing plant, and pretty endangered, outside of what's grown for consumption. So mentioning tequila as a motor fuel is very likely squarely in the joke arena.
