Why does the addition of ice water to KSCN have no effect on concentration?

and why does the addition of hot water have an effect?

My lab T.A couldnt really answer these questions, and my curiosity got the best of me

Thanks

Brandon

Who says concentration doesn't change? In what exact conditions?
