why does the  diameter of the hole has to be considerably smaller than the mean free path of the molecules that are effusing? wouldn't the molecule collide in it?

Basically, if the hole is too long, molecules may collide in it and may go back into the container. If the diameter is too wide, it won't even be effusion.
