Mn(SO3)2(ClO2)3

the charge on Manganese is +3
since,

charge on SO3 is -2
charge on ClO2 is -1

correct? Mn = +3

Carefully break down each side.

Yes, ClO2 has a charge of -1 on it, and you have three of them so the right side has a total charge of -3

The sulfite ion (SO3) has a -2 charge, and you have two of them so their total charge is -4.

-4 and -3 gives you a total negative charge of -7.  Therefore, Mn must have a charge of +7 as mike has pointed out.
