I was told that by Supplying 230V AC with 13A to copper block, I would get temperature about 130 to 140'C. is that true?
It CAN be true for a particular piece of copper, but stating it as a general rule is idiotic.
Given these current/voltage parameters it is not difficult to calculate power, you can safely assume it is dissipated as a heat. But using this number to calculate final temperature is not easy, as it depends on many factors, including shape, isolation, ambient temperature and so on. Could be there are some rules of thumb for specific cases, I don't know them.
