How would sodium carbonate react with an epoxide? Example:

It's very liable to open it to give the diol.
Development Chemists do it on Scale, Research Chemists just do it!

I agree with Arees, although it would be interesting to know which solvent is used.

Generally, epoxides are attacked on their least substituted side in basic media, and on the most substituted in acidic media.
