Well, after wading through a number of other online sources, the story becomes a bit less sensationalized.  The scientist in question has induced, and made a coherent study of (as opposed to mad scientist dabbling randomly) some (previously natural) mutations and investigated the the effect on animal models.  It appears there is some controversy generated by US agencies, but still, all those sources still don't seem to recognize what the comments field in the articles say, that the animal model may not directly correspond to human cultural behavior regarding an epidemic.  Furthermore, weaponizing a pathogen is generally assumed to more difficult than simply building a "super-bug."

As i red, stone Martens were used. They commonly use these animals because they have similar system with humans. The chief of Bio security agency in US said its much more dangerous than anthrax. I Believe this statement is "everything". Also similar results occurred in US (Wisconsin).

This scientist is not a terrorist but, if the pattern announced public, who says that terrorists may not use it? H5N1 kills the 59% of the people it hits.

Personally i don't think that this is a good idea (to publish it) Do your experiments in secure areas for find vaccines we may need one day but don't publish them.
