Why are the energy levels of benzene not degenerate for j=3?

hi
So I understand that for a particle on a ring, the energy levels greater then j=0 are doubly degenerate.
Why then does benzene not follow this rule?
j=0 is not degenerate ( that is ok it follows the rule), j=1 and j=2 are degenerate but then j=3 is not degenerate
