1) PSA + solvent + propellant.

2) You do realize that you are almost asking what will stick to Teflon? You do have a few options. 1) Use a rubber-based adhesive. 2) Corona or flame-treat the HDPE 3) Use a primer first, such as chlorinated PE.

Glad the answer was helpful.  Adhesive questions usually have lots of subtleties that can make answering questions about them difficult without having to write entire books.
