Hydrates vs. Complex Ions with Water

Hi guys, I'm new to the forum.
Anyways, my question is what is the difference between a hydrate (Like CoSO4 dot 8H2O) and a complex ion (Like Co(H2O)6 2+)?

Wrong question. Even in the crystal cobalt sulphate heptahydrate (octahydrate is an error) show the structure [Co(H2O)62+SO42-].H2O
