can HCL be removed from a structure

If this salt could be removed would it make over all molecular weight less and be more stable to hold in a solution?

I assume you're talking about freebasing an amine? In which case yes, you are removing the HCl component of the salt, so the resulting MW will of course be less.

Whether it will be more stable or not depends entirely upon the compound and the solvent system. Usually the salts are more stable than the free base.
