Las Vegas new $billion chemical complex

Hello all.  Wanted to see if anyone had some ideas here.

I am assiting in hiring over 50 people for a new Chemical Complex in Las Vegas where a lot of the work revolves around Inorganic Chemistry, industrial, specialty chemical, petro chemical, chor-alkali, electrolyzer technology. It involves the manufacturing of hydrochloric acid and bleach.. What's great about this (besides being close to Las Vegas) is they would be running a brand new facility with top of the line control technology. 

I really would like to help the forum members and any friends they have find a new career in Las Vegas
and the salaries and bonuses seem to be above the national averages.
Looking for Instrumentation and Controls Engineers, Chemical Shift Supervisors, Sr. Analytical Chemists, Chemical / Process Engineers, etc..

Was wondering if anyone new of some good channels to reach out to people regarding these opportunities.

Any chlor-alkali  experience is a big plus.

Position #1 Maintenance Supervisor / Mechanical Engineer
Position Overview:

Company is the only rare earth oxide (REO) producer in the Western hemisphere, owning and operating the world’s largest, most fully developed rare earth mine and oxide manufacturing facility outside of China, located in the Las Vegas, NV area.  They are currently seeking an experienced mechanical engineer for the operation of a new chor-alkali facility that is part of Project Phoenix.

Key Responsibilities:

•   Responsible for oversight of all mechanical equipment  and maintenance in a multi-unit facility
•   Responsible for managing the maintenance technicians
•   Apply knowledge of engineering principles to design equipment, piping, and other mechanical components and systems
•   Detailed knowledge of standard mechanical engineering codes (ASME), principles, practices, and procedures
•   Prepares drawings, performs mechanical engineering calculations, develops cost estimates, and works closely with project team for on-time delivery of small capital projects
•   Performs a variety of complicated tasks and oversees maintenance technicians and contractors
•   Works under limited supervision
•   May be involved in fabrication, operation, application, installation, and/or repair of mechanical equipment and systems
•   Relies on extensive experience and judgment to plan and accomplish goals
•   Experience preparing and reviewing P&IDs, plot plans,  Pipe Specifications, Equipment Specifications, Mechanical Data Sheets, maintenance plans, RFQs for mechanical equipment, and vendor drawings
•   Expert knowledge in engineering software (AutoCAD required)
•   Performs pipe stress analysis, pump calculations, hot tap calculations
•   Participate in plant walk-downs and assist with start-up activities
•   Familiar with plant safety plans and assist with leading a zero safety culture
Requirements:
•   Bachelor's Degree in Mechanical Engineering from an accredited university
•   5-10 years professional experience, previous experience is a supervisory role required.
•   Experience working in a mechanical engineering and/or maintenance supervisor role in a chlor-alkali facility is required
•   Strong communication skills are required to ensure all project participants are informed and functioning with the goal of exceeding project execution plans
•   Experience managing small capital projects is required.

Position #2:  Need 3 Chemical Shift Supervisors 
Operation of a new chemical facility located about 50 miles southwest of Las Vegas, NV. This position is in a heavy industrial/chemical manufacturing facility and will be responsible for supervising union hourly employees. 

Responsibilities:

•   Responsible for managing crews of 5-10 union employees
•   Assist operators in troubleshooting issues and monitoring ongoing processes in a chlor-alkali facility
•   Ensure that all safety and quality procedures are accurate and staff is implementing daily
•   Work rotating 12 hour shifts
•   Scheduling, employee reviews

Requirements:
•   10+ years experience in a chlor-alkali operating plant
•   5+ years experience supervising union employees in a heavy industrial environment
•   Knowledge of how to read and markup engineering drawings
•   B.S. in Chemical or Mechanical Engineering preferred, or 20+ yrs experience
•   Experience with large scale industrial equipment such as:  reactors, filters, pumps, control systems, evaporators, burners, scrubbing systems, etc.

•   Our facility sits at the base of Clark Mountain which is an elevation of 4700 feet

Position #3: Instrumentation and Controls Engineers (Need 2)
Position Overview:

They are currently seeking an instrument and controls engineer for the operation of a new chor-alkali facility that is part of Project Phoenix.

Key Responsibilities:

•   I&C technical lead for entire chemical plant which includes multiple chemical unit (HCl, Bleach, Caustic Soda)
•   Lead and supervise instrument and maintenance technicians as required
•   Review and Endorse I&C design and technical deliverables (both Vendor and Engineering Contractor) against project specifications and apply solid engineering judgment
•   Participate in technical meetings (weekly meetings, HAZOPs, technical reviews, etc)
•   Review and endorse RFQ and technical bids tabs for I&C related equipment
•   Ensure appropriate operation of vendor's design and site testing procedures.
•   Participate in Factory Acceptance Testing where required.
•   Provide Start-up and Commissioning support for the new facility.
•   Assume proper design, installation, preventive maintenance, and repair of instrument and electrical equipment.
•   Individual must understand maintenance work processes practices and a general knowledge of instrumentation and controls systems repair, electrical systems repair, project execution, and construction and installation techniques.

Requirements:

•   10+ years chemical plant I&C design, maintenance, and operations experience
•   Previous experience in a chlor-alkali operating plant
•   Bachelor’s degree in Electrical Engineering from an accredited university
•   Strong Knowledge of applicable Codes and Industry Specifications
•   Strong knowledge of control and safety system design (software and hardware) and experience with multiple vendor supplied PLC and DCS control systems
•   Strong Knowledge and experience with Field Instrumentation application
•   Competent experience in the operation chemical plant electrical systems including high DC voltage generation and distribution systems would be viewed as an asset.
•   Strong communication skills, strong interpersonal skills/ ability to work within a team
•   Willing to resolve issues and propose technical solutions
•   Willing to travel as required for training, vendor meetings, etc

Position #4: Chemical / Process Engineer (6 open positions)
Key Responsibilities:
This role is responsible for oversight of the membrane electrolyzer cell area operations, as well as planning and executing small projects as required, developing the detailed  scope of work with a cost estimate and installation schedule and directing all required resources for installation including construction, maintenance, operations, vendor and inside/outside engineering support.  Other responsibilities include the following:
•   Providing good solutions to complex problems while meeting plant goals
•   Supporting the facility for assigned safety corrective actions, productivity projects, environmental projects and basic plant operational/maintenance support
•   Coordinating and leading design discussions to obtain the desired goals and direction for the project
•   Developing and maintaining process flow diagrams (PFD’s) for the brine area in coordination with production personnel
•   Developing and maintaining piping and instrument diagrams (P&ID’s) for the brine are
•   utilizing elements of Process Safety Management (PSM) to determine impact of engineering changes and conducting project hazard review
•   Assist in preparing the funding request for small projects with necessary support documentation
•   Reviewing vendor proposals and quotations, analyzing contractor bids and developing desired solutions for projects
•   Developing schedule with expected resources for execution of projects
•   Developing engineering standards and specifications for all applicable items, such as process equipment, process piping, safety system, utilities, buildings, etc.
This position interfaces with all levels of management and employees to gather information and provide guidance for implementation of engineering changes; manages Operations in developing and updating process operating instructions and procedures to ensure that documentation is accurate and comprehensive; ensures that all department and division standards are adhered to during day-to-day operations; supports and complies with all safety, health & environmental procedures of the facility and government regulations; participates in identifying solutions that reduce plant costs; provides technical support to other departments as requested; provides on-call assistance to plant personnel; leads or participates in incident investigations for operations and other areas, when appropriate; conducts Root Cause Analysis for incidents and first aids to develop corrective action(s); and other duties as assigned.
 
Requirements:

•   Bachelor's degree in Chemical Engineering from an accredited university
•   Minimum of 3 years Engineering experience required;
•   Process or chemical plant experience; experience using Chlor-Alkali technology required (mercury, diaphragm, or membrane technology acceptable).
•   Demonstrated knowledge of Chlor-alkali electrolyzer technology, membrane preferred
•   Advanced skills required in Microsoft Office Suite, Windows XP, or Windows 2003 operating systems and software packages. 
•   Knowledge and/or experience in MSProject, and ASPEN (process modeling)

Position #5 Sr. Analytical Chemist
Key Responsibilities:
•   Possess knowledge of analytical inorganic chemistry principles and procedures
•   Create and implement procedural development, troubleshooting, maintenance and training of existing and new laboratory procedures, equipment, instrumentation and data systems.
•   Search out, test, and specify laboratory instruments.
•   Assist with performing Root Cause Analysis
•   Assist in the managing the chemical hygiene plan, conduct regular Audits and provide payroll and scheduling support
•   Assist in maintaining and ordering supplies and necessary work orders.
•   Supervises chemical technicians
•   Follows all quality control protocols
•   Ability to work quickly and work well with others and independently
•   Perform other duties as required

Requirements:

•   Bachelor’s degree in Chemistry from an accredited college, master degree preferred
•   Minimum of 5 years experience in a Quality Control Lab environment
•   Preferred experience working in a chlor-alkali facility and experience working with sodium brine solutions (or inorganic chemistry) (Not pharmaceutical world)
•   Expert knowledge in laboratory calculations
•   Experience in setting up and calibration of digital laboratory equipment
•   Good technical writing skills.
•   Basic computer skills are required, working knowledge of MS Word, Outlook and Excel
