Buffer problem

How many grams of NaOH is required to 1 Litre of 1M H2CO3 to get HCO3-/CO3-2  buffer of Maximum capacity ?

The answer is given as 50 gm how is it possible?

I tried this problem by taking ka value and find ph but it is not getting. pls, any expert help me

What is the definition of buffer capacity that you are expected to use?
