Using PubMed, I found that it was a stimulant with multiple uses.

We might be able to help more with more detailed information. As Babcock_Hall suggested, PubMed is probably the best place to find any reports of side effects. Although side effects may be sufficient for a government to refuse approval of a drug, they are usually not sufficient for a government to ban the manufacture of a drug substance, especially if the drug is being manufactured for export. Which government has banned manufacture, and what reasons do they give? That would probably be an easier place to start looking in the literature.
