Reagent carrying out anti-Markownikov's addition of water

I found this question in my book:

Name the reagent which is most effective in carrying out anti-Markownikov's addition of [itex] H_2O[/itex] across the ethylynic double bond .Give a reason in support of your answer.

I am not sure if this question is objective enough to be answered though I have no idea.
