How to determine unretained compound from chromatogram

From reading my text and the web I'm not 100% clear on how to see what compound is unretained from looking at a chromatogram. Is it always the peak with the smallest retention time?

I'll see images like the one below and that's what I'm led to believe...

Not necessarily.  But this is a good picture that you've found.  Have you learned anything else from it?  What do V0 and T0 stand for?  And more important than the name, what do they mean?
