Find the Product and Mechanism

Okay I was trying to find the product of the following reaction and I din't know if i'm right.

1,2-dihydroxyethane + 1,2 dibromo ethane + strong base---> ?

What is the product? Is it Sn1 or sn2? Please help i'm trying to see if i'm doingg it correctly. Thanks.

EDIT: I got a ring product

If it were an SN1 reaction, the reaction rate would be independent of the base and ethane-1,2-diol. Do you think the dibromoethane will form a carbocation + bromide?
