Phosphate in seawater

Need detection limit of 10ppb of phosphate in seawater. Currently using EPA method. High blanks due to phosphate in reagents. Tried sample concentration methods such as MgCl precipitation and FeOH precipitation. These don't work as well as I had hoped. Any other suggestions please. Have been working on this for over a year now.

Can you concentrate the sample on SPE cartridge with anion exchange resin first?
