I have this in a pellet form. How can I melt this to make it be apart of a liquid formula?

I did GOOGLE
First site I picked said

Solubility
Soluble in alcohol and polar organic solvents

Water solubility
Dispersible with surfactants

I guess making them a powder using mortar and pestle might make it dissolve quicker

Info I didnt say earlier is that im trying to make it scentless. I posted that thinking it would be easy, most organic solvents are dangerous! The website you googled is talking about their product I believe. Im not a chemist by no means but I did do some research. I want to break this down to be able to use it in a spray form

Based on the material safety data sheet i do not think it should be made into a spray.
The cosmetic companies that use this are probably more advance than the average person at making sure that the hazards are kept to a minimum.

Why did you not say how much you have looked into this so we have an idea how to answer.
I assume you are trying to make a deodorizer without the experienced chemistry background.  I would be very careful with how you proceed.

TEA is a very strongly scented compound.  Pretty much anything with "amine" in it name smells like spoiled fish.
