I don't think it's got anything to do with oxygen. I mean a complex that stands for that nitrogen percentage is
[Cr(NH3)5Cl]2Cl(I haven't found another one yet) . The redox equation occurs with transforming the oxygen into water, and Cr2+ into Cr3+. The hydrogen comes from the ammonium chloride. Thus, the balanced equation may be:
4 CrCl2 + 16 NH3 + 4 NH4Cl + O2---------- 4 [Cr(NH3)5Cl]2Cl + 2H2O.
