Need help getting an A in GC2

The Situation
I messed up and lost all my aid for school,
and I want to be a doctor someday.
So, decided to retake classes to get a 4.0

Classes  that I am currently retaking: Intro to Psychology and Calc1,
as of right now I hold both of the highest averages for those classes at 96 and 97.
However, I currently average a 78 in General chemistry 2.

I spend most of my time studying on Chem 2,
and 1/5 of the time studying on the other 2 subjects.

But, it is not enough, someone in my class somehow has a 96 average,
that means he is currently blowing me completely out of the water,
and I have already had Organic 1, so I have no idea how I am doing so poorly,
to say the least, it is beyond frustrating.

For the most part I know everything on the test I take and quizzes,
but I do poorly on them, missing small details or giving an answer that was never asked for,
I really just need help, I need suggestions, ideas, websites, books to check out,
anything that can help me at a low affordable cost get as close as possible to getting an A in the class,
without using an old test as a guide, I want to prove I know more than anyone in that class
with whats between my ears, not because I memorized some filthy cheat sheet.

I want to be able to say " This is why I am right, and know 100% as a I put that answer that I am right."

As of right now I currently write each chapter after I read it,
hitting all the keypoints, drawing graphs/diagrams to explain things,
as well as working out the problems given in the book.

My homework average is 97.4, and I spend a large portion of my time helping others on the homework
and explaining to them how things work, and why things work the way they do.

My quiz average is 60% and my test scores are 69 and 84,
there is something about these quiz and test that are just destroying me,
and for the most part when I look at them it simple things like misreading a graph,
or completely giving the wrong answer, only more practice and,
more time spent indulging myself into chemistry can really help.

With all that being said, I am willing to spend hours each day
learning as much as humanly possible about chemistry,
and testing/quizzing myself, but I really have no idea where to start,
my library is limited, and this book only has so many questions, so decided to post on here.

Maybe someone will know some good places for chem 2 test, video lessons, notes, voice lectures,
side by sides to read with chapters, more review questions, even interesting facts just for fun.

Again anything, to help, I don't want to walk out of this classroom with a B.

Getting an A is more then just a competition this semester it increases my GPA so I can reapply for Aid Loans and Scholarships.

Sounds like you spend a lot of time studying for the class. Are the HW problems similar to the test/quiz questions? That's the only thing I can think of that might be throwing you off. Can you do your homework without "looking up" answers? My teacher goes over examples through the whole class and I only skim the book. Then I do assigned homework, practice problems on my own, and my lab usually has similar problems to the lecture so it's more practice.

Sounds as if you might have problems taking exams.  I would make an appointment with my instructor and ask for advice along those lines.
