My understanding is that companies which make soap using sodium hydroxide or potassium hydroxide make sure the result is close to neutral or slightly acidic. They do this to make sure no caustic residue remains. By the way, most stuff that is commercial soap now days is detergent (at least it says so in the stuff I read).
