Why can't a solution of a sodium halide salt have a mass share of 70%? What is the upper limit of the mass share of the salt?

I asked the wrong question. What I wanted to ask is: Why can't a solution of a hydrohalide acid have a mass share of 70%? What is the upper limit of the mass share of hydrohalic acid?
