What's the reaction's overall order?

The reaction between chlorine and nitric acid to form nitrosyl chloride is shown below.

Cl2 + 2 NO yields 2NOCl

If the rate of the reaction quadruples when the concentration of chlorine doubles and the rate quadruples when the concentration of nitric oxide doubles. The overall order of the reaction is:

At first, I thought m = 4 , where both orders for each reactant is 2, but I am now confused. May someone please direct me through this step-by-step?
