question bout conferences

I have published a review article, but I have no research articles related to the topic published in the review, can I participate by this review as a speech in a conference

You can.  I've done it, however I was invited to do so by a session organizer. 

I would identify the symposium you want to present in and send an email to the session organizer.  Explain your interest in presenting a review at their symposium, and see what they say.
