Limited reactant potassium metabisulphite

This is my first post.  My question is in regards to the treatment of chlorine and chloromine in tap water.

Potassium metabisulphite can be added to the water to remove both of these chemicals.

If a person added too much metabisulphite to an amount of water, would there be residual metabisulphite left in the water to react and remove chlorine etc. if more water was added an hour or so later?
