Di-substituted benzene activators effect

I understand when there is an activator and a deactivator in a benzene ring, it goes para or orto to the activators but how do you know which one to pick?

Sometimes it goes both places...  but ortho can be disfavored if steric crowding on those adjacent carbons becomes an issue.
