Similarly,
can we omit to write 1,1 in 1,1-Dimethylcyclopentane ?

No to both, as you need to identify where your methylgroups are (relative to each other, and the alkene, in that structure). What would you call e.g. C1(C)C(C)CCC1, or  C1C=C(C)C(C)C1
