Do you require the acid or the diester?
O=P(O)(O)CC or O=P(OCC)(OCC)CC

The usual way is a Grignard reaction with PCl3 followed by alcoholysis and oxidation to give the ester, oxidation to get the acid.

Is this an intellectual exercise, or are you trying to make it?  There are commercial sources.
