Asking about the concept of second order bond fixation

When I am reading the March's Advanced Chemistry, it is mentioned that the second order bond fixation have to stabilize the antiaromatic compound which is a cyclobutadiene ring with two electron withdrawing groups and two electron donating groups. I have attach a picture of this.
