How does time affect a chemical reaction?

Hi, my question is that for example, how would time affect the reduction of Fe3+ to Fe2+? Would it be that not all of Fe3+ had the time to react with the other chemicals to completely become Fe2+?

How about for the complex [(C12H8N2)3) Fe]2+

I assume it is question about kinetics. If so, answer depends on the reaction order, concentrations of all reactants involved, and rate constant.
