ECA conversion rates vs. FAC and chloride levels

Good day everyone.

Anton here from South Africa.

Glad to have found this forum and hope to get some answers on here.   Please excuse my lack of understanding and possible wrongful use of terminology, but I am not much into chemistry and more of an electronics guy.

We electrochemically activate water to produce 2 streams of oxidant and anti oxidant solutions.

We use salt in our process.  Nacl  99% food grade

The problem is as follow:

Salt (Chloride content) is 600ppm.   We then activate and after activation get a measurement of 300ppm FAC.   We activate at neutral pH therefore generating majority species of HOCL.

When we measure the chloride levels after activation we get 500ppm - which translates into 100ppm salt being converted to HOCL.

Our in house experts are saying that the 300 ppm FAC should reflect a 300ppm chloride level and not 500ppm.  The question is why is the chloride level so high because we expect a higher conversion rate of close to 50%. 

Are we maybe only really generating 100ppm FAC and getting a wrong FAC reading due to incorrect measuring methods, or are we getting the wrong chloride measurement.

Any assistance on this matter would much appreciated.
