Base: Ionized atoms reacts with nonpolar substances?

Hello, boys!

If i add to Mg(OH)2 + H2O some other nonpolar substance, Mg2+ or 2OH- will react with this substance? Is there some rule for this?

Give a concrete example for this. Which nonplolar substance do you mean. Which one will dissolve in water.

CO2, i don't know.
Mg(OH)2 will dissociate in water forming Mg2+ and 2OH-. I thought these ionized atoms would react only with polar molecules, but i don't know if i'm right.

CO2 is also polar and will reacht with water and Mageneium as well and form Carbonate. Nonpolar substances like Oil you cannot dissolve easily in water. So how should it react with Magnesium.
